1. Introduction <br />This plan was prepared in response to comments from the White River Soil Conservation District <br />on the 112 Permit Application for the Flag Creek Quarry. The District required that a weed <br />management plan be developed to address invasion and establishment of weeds in areas <br />disturbed during mining and post mining activities. The requirement was supported by the <br />Colorado Division of Minerals and Geology and the Rio Blanco County Weed Control <br />1 Department. The plan was prepared to address the requirements of the Colorado Weed <br />Management Act, CRS 35 - 5.5, and was patterned after the outline provided by Paul Burgell of <br />the Rio Blanco County Weed Control Department. <br />' The subject rock removal operation has been ongoing intermittently since the fall of 1996 under <br />j Colorado State 1 10 permit M-96- 051 and Rio Blanco County Special Use Permit, #96-23. <br />Flagstone and moss rock have been removed from the property; however, due to changes in the <br />plan and problems and concerns expressed by the Division of Minerals and Geology in a letter <br />dated August 22, 1997, a new permit is being obtained under the 112 permit rules. The 1 12 <br />permit is being requested for removal of flagstone and moss rock from a larger area on the same <br />property. Anew Special Use Permit has also been requested from Rio Blanco County <br />There is an ongoing weed problem on the ranch property which includes infestation of musk <br />thistle and Canada thistle. These weeds are most prevalent in the bottom land along Flag Creek <br />on both sides of County Road 13, especially in areas of abandoned crop land. There is a <br />significant potential for these weeds to spread to areas disturbed by mining including the access <br />roads and staging area. The current weed problems are the responsibility of the property owner <br />and this plan addresses only the need for controlling weeds that have already or may in the future <br />invade the area disturbed by mining activities. <br />
