C-82-054
Uear Mr, Hendricks:
In reviewing the approved drainage
site recently, a concern has arisen
• permit renewal could be issued. We
as discussed below, along with the
June 1, 1990,
and sediment control plans for the mine
which we will need to resolve before a
are requesting that you address the issue
previously identified concerns, by
Appendix 5-2 of the permit application indicates that design criteria for all
of the various diversion and collection ditches at the mine, including the
proposed permanent channel realignment of Caroon Junction Drainage were based
on Handling runoff from the 10-year, 24-hour precipitation event. In order to
comply with the requirements of kule 4.09.1(5) and S.D9.2(7), the permanent
channel realignment as well as diversions above the fill and collection
channels wnicn receive runoff from the fill would need to be designed and
constructetl to safely pass the runoff from a 100-year, 24-hour precipitation
event. 7ne criteria would apparently apply to Diversion Ditch No. 2, the past
Fill and West Fill downdrains, and the permanent channel realignment.
Upon completion of the approved mining and reclamation plan, flows from Caroon
Junction Drainage above the disturbed area would be routed around the excess
spoil fill via the permanent channel realignment. However, measures to insure
that flows from the drainage above the fill would be diverted away from the
fill into stabilized channels off the fill during operational and construction
phases are not specified.
STATE OF COLORADO
•
