In addition, drainage plans for diverting . <br />Carbon Junction flows around the excess spoi] disposal area and directing <br />disturbed flows from the excess spoil disposal to the sediment pond during <br />active mining and early reclamation phases (prior to permanent channel <br />reconstruction) were not well defined in the application. <br />I did not mean to imply that design ditches were necessary within active mine <br />pits. If you feel that I have overlooked or misinterpreted certain aspects of <br />the drainage control plan which address the issues of concern, please let me <br />know.
