<br />EXHIBIT E <br /> <br />The reclamation plan calls for redepositing the topsoil on the <br /> <br />underlying bedrock, using a grader to produce a level surface. <br />The redeposited topsoil would be seeded, using a broadcaster, at a <br />rate of 25 lbs. per seed per acre. <br />The applied seed would be a dry mixture containing 20% Luna <br />pubescent wheatgrass, 20% Jose tall wheatgrass, 15% Hycrest crested <br />wheatgrass, 15% San Luis slender wheatgrass, 10% Russian wildrye, and <br />20% annual ryegrasses. <br />As no surface water would be available for the seeding, fertilizers <br />would not be applied. <br />Final pit slopes would be 4:1. <br />
