CONTEMPORANEOUS RECLAMATION <br />The response by [9F to our concerns of the June 23 PAR is not satisfactory to <br />the Division. We understand the desire not to commit to a specific timetable. <br />However, we see no reason that specific portions of the reclamation and over- <br />burden replacement in pit H1 cannot occur during phases of the operations in <br />Pit b2. WF should provide a detailed description of volume of overburden <br />replacement and acreages to be revegetated during each phase of mining. This <br />information should be incorporated within the proposed permit revision. <br />BONDING <br />The major problem associated with the bonding estimate is the use of Wyoming <br />Fuel`s equipment to perform the work. Should wF default, the costs incurred <br />by the State would more approximate those of a contractor. The Rental Rate <br />Blue Book For Construction Equipment, Equipment Guidebook Company, is the <br />standard reference for estimating equipment rental rates. Wyoming Fuel Company <br />should either obtain a copy of this book for 1981, or come into this office <br />to obtain alI pertinent information. <br />SURFACE AND GROUND WATER F10NITORI NG <br />Enclosed, please find a copy of several pages of the publication, Methods for <br />Chemical Analysis of Water and Wastes, U.S. EPA, 1979. Please note on page <br />xvi, Table 1, that the only satisfactory measurement of pH is done on-site. <br />We will accept conductivity measurements done in a Laboratory as long as the <br />sample is iced for shipment and the test is made within 1 day of sampling. <br />Temperature and pN measurement must be done on-site. <br /> <br />
