gateroad. The Northwest Mains will continue in this direction towazds the fault that curcently runs between the <br />Northern (NMD) and Western Mine Districts (WMD). Development mining will then explore the extent of the <br />• fault. After exploring the extent of the fault, the Northwest Mains will again be turned in the northwest direction to <br />access the northern reserves. This orientation of the Northwest Mains will continue to provide for driving the <br />entries at an angle to the cleat. The location and orientation of the panels and the mains are shown on Map 23. It <br />can be noted that the panel lengths increase with the 19-Right panel and continues with the mining of the panels in <br />the Northern Mining District. <br />The 16-Right panel will be shortened by approximately 500 feet due to the adverse roof conditions encountered <br />during the driving of the gate road. TCC will maximize the mining of this panel as dictated by roof conditions. The <br />projection for the panel is shown on Map 23, although the length of the panel may be shortened due to the adverse <br />roof conditions. <br />NMD (Panels 12-Right through 16-Right, PR99-O5; 17-Right through 23-Right, PR03-06; 21-Right through <br />25-Right, and WMD (Pane112-Left through 17-Left (preliminary development) - PR06-07) <br />The NMD will increase the affected area within the permit, i.e. area overlying longwall panels, gateroads and <br />mains, by approximately 5,600 acres. The area to be mined in the NMD permit term is shown on Map 23 Mine <br />Plan. The permit area is identified by the color coding used in creating the map. The mining layout will include <br />longwall panel lengths up to approximately 15,000 feet, a longwall panel width of 1,000 feet, and gateroad, and <br />mine development work as described in the referenced Permit Revisions. The dimension of pillars in these <br />development areas may vary based upon mining conditions. Sumps and ventilation doglegs will be added as <br />needed. Locations for these minor operational features are not provided on Map 23, due to the need for some <br />flexibility in the placement of these features. <br />Initial development in the WMD will increase the affected area within the permit, i.e. area overlying longwall <br />panels, gateroads and mains, by approximately 100 acres. The areas to be developed and/or mined in the <br />NMD/WMD during the curcent permit term are shown on Map 23 Mine Plan. The preliminary development layout <br />will include main and submain development work as described in the referenced Permit Revisions. The dimension <br />of pillars in these development areas may vary based upon mining conditions. Sumps and ventilation doglegs will <br />be added as needed. Locations for these minor operational features are not provided on Map 23, due to the need for <br />some flexibility in the placement of these features. <br />During the NMD and initial WMD development permit term, preliminary development work and longwall mining <br />will be conducted under the Foidel and Fish Creek AVF's, Fish Creek, the Union Pacific Railroad, several <br />powerlines, two reservoirs owned by the Ashleys, and several stock ponds. Amore detailed discussion of <br />undermining these structures is presented under the subsidence discussion. Because the preliminary development <br />work (WMD, and NMD, Panels 22-Right through 25-Right} will be limited to main and submain entry <br />development, no subsidence is associated with these activities. <br />Underground Driliholes (MROl-172 -Withdrawn 07/11/01} <br />(3) Mine Facilities <br />(a) A narrative and maps, to meet the standards prescribed in 2.10, describing the location, <br />construction, modification, use, maintenance and removal of mine facilities in the permit area including all <br />buildines, structures and utility corridors. <br />RESPONSE <br />The existing Foidel Creek Mine surface facilities consist of building structures, material handling system, utilities, <br />• and surface areas as shown on Map 24, Surface Facilities.
