airborne. A luffing and slewing radial stacker will be utilized to build the •
coal stockpile. This type of a stacker minimizes the free-fall distance of coal
from the stacker unit to the storage pile. The coal pile will be watered (if
necessary, with a water-surfactant mixture) and controlled with ambient
conditions, specifically snow and freezing condition s in winter. When haul
trucks are loaded, coal dust will be controlled by minimizing the free-fall
distance from the loadout bin to the trailers.
The gravel-surfaced access roads will be regularly graded in order to maintain a
surface free of loose material and potholes, and will be watered to control
fugitive dust emissions. If necessary, chemical suppressants will be used. The
new, onsite haul road (HGLF-HR2) will be gravel-surfaced, regularly graded and
watered to control dust emissions. _ If necessary, this road will be treated with
chemical suppressants. The speed of haul trucks using the loading loop will be
kept under 15 miles per hour. The Tie-Across Haul Road, which will be used to
haul coal from Loadout facility to the Hayden Station Power Plant, is regularly
maintained by Seneca Coal Company as part of the coal haulage from the Seneca
II-W Mine. If necessary, HGTI will provide additional maintenance on this
private road.
These activities address the significant sources of fugitive dust emissions at
the Hayden Gulch Loadout facility. These sources will be effectively controlled
by the practices described. As a result, the emission of fugitive dust will not
present a significant impact on the ambient air quality in the near vicinity of
the loadout facility.
Attachment 22-1B presents Construction Permit OSR00020 - Initial Approval), an
air emission permit application (aee Appendix 22-1A for the accompanying impact
analysis and Air Emission Pollution Notice [ADEN] application) for the 2,000,000
ton per year railcar unloading/truck haulage operation. Construction Pezmit
OSRO0020 was issued by APCD on August 23, 2005. It is valid for 18 months, or
until February 23, 2007.
•
MR-13 2 Revised 09/05
