RECEIVED <br />Mr. Alan Weaver <br />Southfield Mine JUL 2 6 2000 <br />1190 County Road 92 <br />Florence, CO 81226 Division of Minerals & Geology <br />RE: CERTIFICATION OF SEDIMENTATION POND N0. 5, SOUTHFIELD <br />MINE, FLORENCE, COLORADO (2nd Quarter, 2000) <br />Dear Al; <br />On June 30, 2000, an inspection was conducted on the Sedimentation Pond No. 5 <br />currently in place at your Southfield mine. The inspection was performed by myself, John <br />Effinger III, a registered professional engineer in the State of Colorado since December, <br />1975. I have experience and knowledge in the design and construction of daau, drainage <br />control, hydrology and structures; including experience in portions of the permitting <br />process ofcoa] mine facilities and permit compliance. <br />The purpose of this inspection and certification was to check for structural <br />weakness, erosion, other hazardous conditions and identify required maintenance and to <br />satisfy the requirements of Rule 4.05.6 (13) of the Colorado Mined Land Reclamation <br />Boazd for Coal Mining. In addition to the on site inspection referenced above, actions <br />taken in preparing this certiScation included review and discussion of applicable mine <br />maps and state regulations with yourself. <br />Said inspection was performed on a hot (90°), cloudy Friday afternoon by myself. <br />Most of the site w•as traversed with a two wheel drive vehicle with frequent stops and <br />hiking trips over, across and around the structure. The following is a statement of my <br />professional observations and conclusions from this inspection: <br />The entire pond was examined for structural weakness, erosion, and other <br />hazardous conditions; none were found. <br />Existing water level in the pond was about at the pond decant gate. <br />Small erosion rill on east bank, slightly wide at top, has not widened. <br />Minor accumulation of sediment and aquatic plant growth at inlet (south) end of <br />pond. <br />
