It owns and operates a <br />municipal water system for the benefit of its citizens and provides water service to them. <br />12. The Applicant seeks to have a decree entered for absolute ground water rights, a <br />plan of augmentation, and change of water rights as listed below: <br />13. Ground Water Rights: <br />13.a.
