<br />-3- <br />Exhibit D - Wildlife, Water Resources, <br />Vegetation and Soi s Information <br /> <br />1. Please forward a copy of the Division of Wildlife report at the site <br />when it becomes available. The Division assumes that any and all <br />recommendations stated in that report will become a part of the mining and/or <br />reclamation plan. <br />2. The operator states that mining will be done to a depth of 30 feet. Are <br />you certain that ground water will not be encountered at this depth, and if <br />so, please provide evidence to substantiate your position. If ground water is <br />encountered during mining operations, will this alter the mining plan? If so, <br />please describe. <br />Exhibit E - Reclamation Plan <br />1. Specify the thickness of overburden to be replaced and when the <br />overburden will be replaced in relation to ongoing extraction. We recommend <br />that you consider backfilling and estabilishing the final reclaimed grade on <br />previously mined areas at least once per year. If you backfill and reduce <br />slopes as soon as practicable, then you will generally be increasing the <br />efficiency of the operation by minimizing the handling of overburden, <br />hastening reclamation and release of the financial warranty back to you. <br />2, Specify the thickness of topsoil to be replaced. We recommend using at <br />least 12 inches of topsoil material to enhance root penetration and hasten <br />revegetation. <br />3. Specify when the site will be seeded -late fall or early spring. Note <br />how the seedbed will be prepared to eliminate compacted conditions (e.g., <br />plowed, chiseled, disced). Note whether fertilizer will be utilized, and if <br />it will, then note the type of fertilizer, application rate and how it will be <br />incorporated into the soil. <br />4. Specify the application method for grass seeding. If the seed is to be <br />broadcast, the application rate should be twice the rate required for seed <br />drilling, and the seed should be raked or harrowed after application. <br />5. Specify the kind of mulch to be used and rate of application. <br />Exhibit H - Reclamation Costs <br />1. The reclamation cost estimate provided by the Soil Conservation Service <br />was based on a 9.0 acre program. Because the operator will be reclaiming 9.9 <br />acres, this estimate should be increased 10~, from E2,760,00 to E3,036.00, <br />Furthermore, it has been our experience that the maximum E5, 000.00 bond amount <br />allowed by our laws is typically necessary to reclaim the maximum acreage <br />included in a 110 permit (9.9 acres). Therefore, the staff recommends that <br />the reclamation cost estimate should be E5,000.00. If the operator wishes to <br />maintain a lower bond amount, please submit more detailed cost estimates then <br />previously submitted.
