I, Stephen R. Hinkemeyer, a Registered Engineer in }he State of Colorado.
in accordance with 2 CCR 407-2, Section 4.05.6(7), certify that the Section 16
Pond was inspected by me during construction. I certify that the embankments
and spillways were built in accordance wi}h the submitted design drawings.
Construction of this dam was begun on September 12. 1994 and was completed on
November 11, 1994. During construction, }his dam was inspected daily fo insure
compliance with prudent construction methods. Compaction was accomplished by
laying fill material in thin horizontal layers and compacting with scrapers and
a sheepsfoot roller.
