The applicant is obli;ated to show that the proposed mining and reclamation
plans are in coniorma•.ice with local coning ordinances, subdi~'ision regulations,
or raster plan, and is further required to place a copy of [he application
for public inspection with the Clerk of the county in which the proposed
mine is situated. It is the Board's understanding that the Act intends for
the application to be made available for public review and comment in an
area close to the mine; it is not intended that it be made a part of public
record by recording.
