No article, machine, equipment or process shall be used to conceal an emission which <br />would otherwise constitute a violation of an applicable standard. Such concealment <br />includes, but is not limited to, the use of gaseous diluents to achieve compliance with <br />an opacity standard or with a standard which is based on the concentration of a <br />pollutant in the gases discharged to the atmosphere. (4 60.121 <br />c. Written notification of construction and initial startup dates shall be submitted to the <br />Division as required under 4 60.7. <br />d. Records of startups, shutdowns, and malfunctions shall be maintained, as required <br />under 4 60.7. <br />e. Written notification of opacity observation or monitor demonstrations shall be <br />submitted to the Division as required under 4 60.7. <br />f. Compliance with opacity standards shall be demonstrated according to § X0.11. <br />A copy of the complete applicable subpartlsl is attached. <br />At all times, including periods of start-up, shutdown, and malfunction, the facility and control <br />equipment shall, to the extent practicable, be maintained and operated in a manner consistent <br />with good air pollution prevention and control practices for minimizing emissions. <br />Determination of whether or not acceptable operating and maintenance procedures are being <br />used will be based on information available to the Division, which may include, but is not <br />limited to, monitoring results, opacity observations, review of operating and maintenance <br />procedures, and inspection of the source. <br />This source shall be limited to a maximum production rate as listed below and all other <br />activities, operational rates and numbers of equipment as stated in the application. Annual <br />records of the actual production rate shall be maintained by the applicant and made available <br />to the Division for inspection upon request. <br />Processing of coal shall not exceed 250 tons per hour and 800,000 tons per year <br />067/0015/002 <br />
