R <br />• <br />used for asfi disposal. It is estimated that at 129,300 bank cubic yazds (BCY)• per year <br />of disposed ash and cover soils, the CEC facility will last approximately another 13 years. <br />The placement of ash in A-Pit was concluded in March 1998. B-Pit is presently being <br />used for ash disposal. <br />Roads <br />A private paved access road from the north end of Weld County Road #59 to the mine <br />site is currently maintained and used by CEC. Snow fences have also been established <br />along this road. While CEC has a Minor Revision in place to apply sand or coal slack on <br />this road under severe winter driving conditions, the need to do so has not arisen over the <br />past few years. Ifthis should change the Division will be notified. <br />All CEC site roads have been classified as access roads or light-duty roads, since coal is <br />no longer transported on the site. These roads are located within the CEC perm it area <br />and are shown on Map M-l. The roadway details are presented in Appendix N. <br />Longitudinal roadway profiles and a typical roadway cross-section are shown on Map N- <br />10. The topsand and overburden area access roads and light-duty roads are routed <br />through the reclaimed areas from the facilities area (just off the main access road) to the <br />specific area of ash deposition. These roads are being modified, relocated and removed <br />as ash disposal operations progress, have been completed in A-Pit, and are now moved to <br />B-Pit. These changes are not anticipated to be pronounced, due to the expected slow <br />• progression of the overall ash disposal operations. <br />The access road located outside the excavation area on the north side of the CEC property <br />and all other access roads were initially constructed by removing about 15 inches of <br />topsand and backfilling the area with a minimum of 24 inches of clay and shale <br />overburden materials. The road surfaces were then overlain with six (ti) inches or more <br />of a sand/clay mixture (upper overburden materials). Drainage ditches are also <br />constructed along the access roadways. <br />Operations Areas <br />A tabulation of the calculated existing topsand amounts for all stockpiles is noted as <br />follows: <br />A 1, B 1 371,000 BCY <br />A3, B2 99.000 BCY <br />470,000 BCY <br />This total amount of topsand will be sutTicient in volume to reclaim the facilities area, the <br />unreclaimed portions of both A- and B-Pits, the long-term spoil area and the roads. <br />.
