COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT, Water Qua[iry Control Division
Rationale -Page 4, Pern~it No. CO-0044776
2. State Sampline: There are no state sampling results available for this facility.
VI. TERMS AND CONDITIONS OF PERMIT
A. Determination of Effluent Limitations
Effluent Limitations: In developing suitable efJlttent limitations, the Division must review all applicable
standards and regulations and apply those which are more stringent. This review includes, but is not limited
to: the water quality standard based effluent limitations, federal guidelines and standards (40 CFR Subchapter
N) and the Regulations for Effluent Limitations (Regulation No. 62). Such a review has been done for this
jaci[iry. The limitations in Table V/-1 will apply and are discussed in Section VI.A.2.
Table V/-I -- Effluent Limitations for Outfa[!s 001-003
Discharge Limitatians
Maximum Concentrations
Parameter 30-Day Avg. For outfa11002 -- when the majority of tke flow being discharged nt any
time is from mine drainage, this relief will not be available.
2. Discussion of Effluent Limitations
a) Regulations jot Effluent Limitations: The Regulations for Effluent Limitations (Regulation No. 62), apply to
rite conventional pollutants. For this fnciliry the limitations for Oil and Grease are based on this regulation.
b) Applicable Federnl Effluent Guidelines and Standards: The facility is subject to 40 CFR Pan 434, Coal
Mining Poin! Source E,~luent Guidelines. The limitations that apply to ti:e discharges of surface ntnoff and
»iine drainage at this facility are shown in Table V!-2. This facility is considered to be a new source under
the regulations.
