PART I Page No. 3 Permit No. CO-0044776 A. DEFINITION OF EFFLUENT LQ1-IITATIONS PART I 1. Effluent Limitations Beginning no later than the effective date of this permit and lasting through February 29 2004, the permittee is authorized to discharge from outfalls 001 and 003 -the discharges of surface runoff; and 002 -the discharge of surface runoff and/or mine drainage -- all prior to entering Deer Trail Ditch. [n accordance with the Colorado Water Quality Control Commission Regulations for Effluent Limitations, Section 62.4 (5 CCR 1002-62), and the Colorado Discharge Permit System Regulations, Section 61.8(2), (5 CCR 1002-61), the permitted discharge shall no[ contain effluent parameter concentrations which exceed the following limitations specified below or exceed the Flow limitation, where specified. a.
