Reporting <br />Discharge Monitoring Reoort: Bowie Resources, Ltd. must submit a Discharge Mot:itoring Report (DMR) on a <br />quarterly basis to the Division. T7tis report should contain the required summarization of the test results for <br />parameters shown in Tnble V/-3 and Parts 1. B.1 and /.8.2. ojthe permit. See the permit, Pan /.E.1. for <br />details on such submission. EPA no longer requires submittal to them of duplicate copies of discharge <br />monitoring reports far minor facilities. Therefore, t/te US Environmental Protection Agency Region VIII has <br />been eliminated from Part I. E.I. of the permit (Routine Reporting of Data). <br />2. Soecial Reports: Special reports are required in the erettt of a spill, bypass, or other noncompliance. Please <br />refer to Part I.E. of tJte permit for reporting requirements and Pan II.A. for notification requirements. As <br />above, submittal of these reports to the US Environmental Protection Agency Region V!// is no longer required. <br />D. Additional Terms and Conditions <br />Signatory and Certiftcarion Requirements: Signatory and certification requirements for reports and submittals <br />are discussed in Part I.E.6. of the permit. <br />Materials Containment Plan: 77te permittee will be required to submit a Materials Containment Plan. The plan <br />shall address the prevention and containment of spills of materials used, processed or stored at the facility <br />which, if spilled, would have a reasonable probability of having a visible or otherwise detrimental impact an <br />waters ojthe State. 77:is plan is to be submitted tivithin 90 days of the effective date of the permit. See Part <br />I. D. 1. of thepern:it. <br />E. Waste Minimization/Pollution Prevenliors <br />Waste minimization and pollution prevention are nvo ternts that are becoming increasingly more common in industry <br />today. Waste minimization includes reducing the amount of waste at the source through changes in industrial <br />processes, and reuse and recycling of wastes for the original or same other purpose such as materials recovery or <br />energy production. Pollution prevention goes hand-ln-hand with waste minimization. If the waste is eliminated at <br />the front of the line, it will not have to be treated at the end of the line. TTte direct benefits to the industry are often <br />significant -both in terms of increased profit and in public relations. <br />This program can affect all areas of process and waste control with wf:ich your industry deals. Elimination or <br />reduction of a wastewater pollutant can also result in a reduction of an air pollutant or a reduction in the amount of <br />hazardous materials that you have to handle and/or dispose. <br />This discharge permit does not specifically dictate waste minimization conditions at this time. We strongly <br />encourage tl:e permittee to develop a waste minimization plan. Several industries have already developed plans and <br />found that implementation resulted in substantial savings.
