• 1.0 GENERAL DISCUSSION OF THE PROPOSED REVISION <br />West Elk Coal Company, Inc., is revising its Mining and Reclamation Plan, <br />(M and R Plan) approved as part of CMLRB Permit No. C-00?-80 and OSM <br />Permit No. C-0021 for the Mt. Gunnison No. 1 Mine, to install a permanent <br />mine fan in Sylvester Gulch at the old mine test adit located in the W/2 <br />W/2 SW/4 of Section 15, T13S, R90W, 5th P.M. and within the current Mt. <br />Gunnison 5-year permit area. See Drawing SGF-O1. The fan will be designed <br />to ventilate the "F" Seam workings far the life of the mine. The <br />Sylvester Gulch test ad it location was chosen because the adit location is <br />the most suitable area along the F-seam outcrop for the mine workings to <br />break out since the area is characterized by moderate side-slopes and <br />massive sandstone directly overlying the "F" Seam. In addition, there is <br />-' an existing road which directly accesses the adit. See SGF-03. <br />Furthermore the surface adjacent to the existing adit portal was <br />previously disturbed during initial mining of the test adit. Therefore <br />minimal new disturbance will be necessary. In addition, ;.he area has a <br />relatively flat slope which will reduce the amount of earthwork necessary <br />as compared to alternative locations in Sylvester Gulch. Necessary <br />disturbance to the area will include removing all flammable materials from <br />an area one hundred (100) feet in all direttians from the fan per CFR 30 <br />Part 75-300-2 (MSHA Regulations), construction of the fan pad, <br />installation of power lines to the fan site and relocation of the light <br />use road around the fan pad. The existing light use road up Sylvester <br />Gulch will be used for construction of the fan, for maintenance and for <br />. periodic inspection of the fan installation after construction is <br />completed. Relocation of the road is discussed in detail in Section 3.2 <br />
