In general, specific guidelines as outlined by other Larimer County Land Use Resolutions or by Colorado statutes shall be followed when applicable in making application for a use permitted by special review. All hearings before the Planning Commission and the Board of County Commissioners con- cerning special review shall be open to the public. Notice of a Planning Commission hearing upon the special review request shall be published at least seven (7) days prior to the date of said hearing in a newspaper of general circulation within Larimer County. Such notice shall designate the time and place of the hearing, the location of the proposed use and the type of use proposed. A similar notice of the County Commissioner's hearing upon said special review shall be published at least fourteen (14) days prior to the date of said hearing in a newspaper of general circulation within the County. 6. Written notice of the Planning Commission hearing and the County Commissioner's hearing upon said proposed special review use may be sent first class mail at least seven (7) days prior to the hearing date to all land owners within the area proposed for the special use and to all owners within 500 feet of such area. The mailing of such notice shall be discretionary with the County Planning Commission and the Board of County Commissioners and a failure to mail such notice shall not affect the validity of any proceeding before the Planning Commission or the Board of County Commissioners. ~` " 7.
