There were, however, mitigating circumstances that should <br />be considered: <br />1. The problem surfaced on a Friday afternoon when there were <br />no other Commissioners in the office. <br />?.. The Three Bells Ranch representative alleged that at least <br />two department heads had been uncooperative in assisting him <br />in meeting the conditions of approval and the 90-day time <br />limit. <br />3. No one knew whether or not the hydrologist had an undergrad <br />engineering degre, or just a Ph.D. <br />4. The County Engineer assured me that he approved the road plan. <br />5. When I had an opportunity to discuss this with Mr. Weitzel, <br />he concurred with my action. <br />Frankly, I believe that this manner of resolving honest differences <br />between Commissioners is counter-productive. /~ ~~~ <br />~j~~ L~1'^""' <br />LWH:kI <br />
