Rule 1: Pem~i(s <br />operations proposed herein will be col lected and removed from the site by a commercial disposal collector. <br />All garbage will be collected in dumpsters and transported offsite by a local contractor. <br />Sealing of Openings <br />Each exploration hole, borehole, well, shaft, or other exposed underground opening will be cased, sealed, <br />plugged, or otherwise managed to meet the requirements of this Section. LCC plans to minimize or <br />eliminate disturbance to the prevailing hydrologic balance by the sealing of drill holes and other underground <br />openings. Likewise, the safetyofpeople,livestock, fish and wildlife, andmachineryinthepermitand <br />adjacent aeeas will be ensured, to the extent possible, by the temporary or permanent sealing ofopenings. <br />Each exploration hole, borehole, well, or other underground opening that is developed during mining <br />operations and not approved for water monitoring will be permanently sealed as set forth in Rule 4.07.3. <br />Clean Air/Clean Water Acts <br />LCC has applied for air quality emissions permits andNationa] Pollutant Discharge Elimination System <br />(NPDES) permits issued by the Colorado Department of Public Health and Environment, Air Pollution <br />Control Division and Water Quality Control Division. These permits will ensure compliance with the Clean <br />Air and Clean Water Acts. Exhibit 20 contains the Air Emissions permits and Exhibit 21 contains the <br />NPDES permit, SPCC and Stormwater Plans. <br />2.05.5 POSTMINING LAND USES <br />Surtace Coal Mining Activities <br />The post-operational land uses for most disturbed areas will be consistent with pre-mine land uses. A <br />change of land use following mining has been proposed for some disturbed areas.
