• Rule 2: Permi(s <br />• Seeding will be coordinated with other reclamation activities to occur as soon after seedbed <br />preparation as possible and within 90 days of soil replacement. Interim revegetation of <br />sites to be stabilized prior to permanent revegetation such as sediment control structures <br />or topsoil stockpiles will be conducted as soon after construction as possible. <br />• The site will be seeded using the appropriate revegetation mixture. <br />• Broadcast-seeded areas will be chained, harrowed, cultipacked, dozer-tracked or raked to <br />firm the seedbed and cover seed. <br />• Certified weed-free hay or straw mulch will be evenly spread over and crimped into the <br />seeded area at rates dependent on seeding method and slope. <br />• Annual reports will document species composition and seeding rates. Monitoring will be <br />conducted to identify potential problems with revegetation. <br />• Revegetated areas will be grazed at an approved level during the last two years of the 10- <br />year reclamation liability period. <br />• Vegetation sampling will be conducted on the reclaimed and extended reference areas prior <br />to grazing each year. <br />Land Use of Revegetation Communities <br />Primarily, three pre-mine vegetation communities will be disturbed by the surface mine, loadout, <br />and haul roads during the life of the mine: hay meadow, grassland and oak pinyon pine. The <br />communities are described in detail in Section 2.04.10. <br />LCC proposes to establish three post-mine vegetation communities based on pre-mine <br />communities, post-mine site factors (i.e. topography, soils, aspect), and post-mine land uses. <br />Acreages ofpost-mine vegetation communities are presented in Table 2.05.4-1.
