• Rule 1: Permits <br />detonation on the top row will trigger the second detonation on the second row, and soon. The delay <br />between each row will be 100 milliseconds. The sequence will result in a 9-millisecond delay between each <br />and every one of the 72 individual blasts. <br />At least 30 days before initiation ofblasting, LCC will provide written notification to Mr. Dickie Hill and <br />Colorado Interstate Gas, the owner and operatorofthe 10-inch natural gas pipeline along the northern <br />portion ofthe permit boundary. The notification will explainthe procedwe torequest apre-blasting survey <br />if the owner so requests. <br />LCC will give individually distinguishable wamingand al l-cleaz signals which wi ll be audible within 0.50 <br />milesfromthepointoftheblast. All residents within'/: mileofblasting,personswhoregularlyworkwithin <br />'/z mile ofblasting, and the Primero Middle/High School officials will receive mailed notification of the <br />meaning ofthe signals. This information will be mailed annually. If any information changes pertinent to the <br />meaning ofthe signals, LCC will immediately notify by mail all residents within''/z mile ofblasting, persons <br />who regulazly work within''h mile ofblasting, and the Primero Middle/High School officials. Additionally, <br />LCC will have the instructions concerning the meaning ofthe signals published in the Trinidad Chronicle <br />newspaper. Any changes in the meaning of signals will be immediately published in the Trinidad Chronicle. <br />The blast schedule will also be published in the Trinidad Chronicle at least 10 days, but not more than 20 <br />• days, before beginning the blasting program. The blast schedule will also be mailed to all residents within <br />%z mile ofthe blast area and the Primero Middle/I-Iigh School officials. Additionally, copies ofthe schedule <br />will be distributed to the County of Las Animas, the Town of W eston, the San Isabel Electric Power <br />Company, and the U.S. West Telephone Company. The blasting schedule will also be posted at the <br />entrance to the mine on Highway 12. The blasting schedule will be posted immediately next to the "No <br />Trespassing -Private Property" signs. Deviations from the schedule may occw as a result ofunforseen <br />safety hazards and blastingmayoccwatunscheduledtimes. Blastingmayoccwatnightifanunavoidable <br />hazardous condition occws and the blast cannot be delayed until the next day because ofa potential safety <br />hazazd. Like any deviation from the posted schedule, a night blast will not occw until all persons living or <br />working within l/2 mile ofthe blast have been orally notified. Ifan unscheduled night blast is required, a <br />complete report will be filed with the Division within three days. The report will include a description of <br />the reasons for the delay, why the blast could not be held over to the next day, when the blast was actually <br />conducted, the warning notices given, and a copyofthe report required for every blast. In the event ofa <br />change of schedule, all persons within %z mile of the blast will be orally notified by an LCC employee before <br />blasting would occw. No blasting which deviates from the published schedule will occw until all persons <br />within %z mile have been orally notified. <br />There will be an automatic gate or guazd stationed on the access road between the bridge and the loadout. <br />Access will be regulated to any area within the permit azea which may be subject to flyrock from blasting <br />for the protection of the public and livestock. The Regulated Access Area is shown on Map 2.05.3-4. <br />However, this perimeter azound the portion of the surface mine that wil I be blasted during the five-yeaz <br />• petmit term represents the maximum distance from the perimeter ofthe surface mine blasting area.
