INTRODUCTION <br />The purpose of this analysis is to evaluate the environmental, social, <br />and economic impacts of, and the alternatives to, llomestake Plining <br />Company's proposal to construct and operate a mine water treatment plant <br />on National Forest land. The result sought for in this proposal is to <br />remove the }ieavy metals and suspended solids from the Bulldog Pone waste <br />water that is pumped from the mine and discharged into ldindy Gulch. This <br />proposal is requested under tl,e authority of tl,e 1973 Plining Act Use <br />Regulations, 36 CFR Part 252. <br />[dater treatment is necessary in order to meet the requirements of the <br />Bcclldog Piine's National Pollutant Discharge Elimination System {N'PDES) <br />Permit Number CO-0000710. The permit system is administered by the <br />Colorado Department of Health, which has directed that the Bulldog i4oun- <br />tain Operation treat the mine discharge. <br />Refer to APPENDIX I for furti~er background informal'ion regarding the <br />~• proposal. <br />II. ENVIRONME\TAL SETTING <br />Yhysical• <br />The general area involved it, this proposal is described as the Ntd 1/4 <br />Section 25, T42N, R14I, R.P1.P.M.; more specifically, the Windy Gulch <br />Drainage, approximately 1J2-mile northwest of Creede, Colorado. Proposed <br />facilities include apprcximately 520 feet of twelve-inch buried pipeline <br />to carry the mine discharge from the mine portal to the water treatment <br />plant; approximately 550 feet of buried electric cable; approximately <br />550 feet of four-inch buried pipeline to return the slime material from <br />the plant to the portal area; approximately 130 feet of tcaelve-inch buried <br />pipeline to carry the L-reated water from the plant to Windy Gulch; a <br />thiclcner tank 35 feet in diameter and 14 feet high; and a 15 x 15 x 20 foot <br />high metal building to how e the plant.
