General Minimal Discharge Pmnit Rationale
Permit No. COG-600000
Page 15
V. TERMS AND CONDITIONS OF PERMIT
D. Limits Determined by Best Professional Judgement
3. Bromine : (cont.)
Based upon some previous toxicity data, the recommendation made by EPA in the 1972 "Blue
Book" (see Reference DJ for bromine was: "Jt is recommended that free (molecular) bromine
in the marine environnum not exceed 0.1 mg/L and that ionic bromine in the form of bronutte
be maintained below 100 mg/l. " Thus, based upon the available toxicity information and the
previous recommendation for bromine, the Division has determined by Best Professional
Judgement (BPJJ that an instream level of 0.1 mg/1 for bromine is applicable.
E. Discussion of Limitations:
Flow:
A flow limit rs included in the permit, due to the various limiu being flow-based for some
facilities. The flow limit used will be the 30 day average flow from the facility. See the
individual Certifuation Rationale for the flow limit applicable ro the individual facility.
2. Salini
Salinity, or rota[ dissolved solids (1DSJ is an issue in the Colorado River Basin. Regulation
3.10.0, "Regulations for Implementation of the Colorado River Salinity Standards Through
the Colorado Discharge Permit Program, " (See Ref.EJ addresses the discharge of 7DS to the
Colorado River Basin. The regulation requires that the salinity of each discharge to the
Colorado River Basin be evaluated for impact on the system Since discharges from facilities
are not judged to have a water quality impact, and these discharges are imerminent and
infrequent, it has been determined that no significant impacu due to 7DS should occur on
the Colorado River. No salinity or 7DS monitoring will be included, however, the Division
reserves the right to require monitoring for 7DS. The State reserves the right to refuse the
applicability under the general permit of any discharge if it appears that the discharge will
not be consistent with the regulation.
