(3) Requiremenu of Section 6.16.0 of the Regulations for dte State Dischazge Permit System have been met, and (4) Req~~+*ri^a^u of public notice have been met. d. Permit modification (except for minor modifications), terminazion or revocation and reissuance actions shall be subject to the requiremenu of Sections 6.6.2, 6.6.3, 6.7.0, 6.8.0 and 6.16.0 of the Regulations for the State Discharge Permit System. The Division shall act on a permit modificazion requut, other than minor modificazions requesu, within 180 days of receipt thereof. Except for minor modifications, the terms of the existing permit govern and ate enforceable until the newly issued permit is formally modified or revoked and reissued following public notice. e. Upon consent by the permittee, the Division may make minor permit modifications without following the requiretttenu of Sections 6.6.2, 6.6.3, 6.8.0, and 6.16.0 of the Regulations for the State Aischarge Permit System. Minor modifications to permiu are limited to: (1) Correcting typographical errors: or (2) Increasing the frequency of monitoring or reporting by the permittee; or (3) Changing an interim daze in a schedule of compliance, provided the new date of compliance is ao[ mote than 120 days after the daze specific in the existing permit and does not interfere with attaip±ne~+t of the final compliance date requirement; or (4) Allowing for a transfer in ownership or operational control of a facility where the Divisiop determines that no other change in the permit is necessary, provided that a writtm agreement containing .a specific daze for transfer of permit responsibility, coverage and liability betwern the current aced new permittees has been submitted to the Division; or (5) Changing the construction schedule for a discharger which is a new source, but no such change shall affect a discharger's obligation to have all pollution control equipment installed and in operation prior to discharge; or (6) Deleting a point source outfall whep the discharge fmm that outfall is terminated and does not result in dischazge of pollutants from other outfalls except is accordance with permit limiu. f. When a permit is modified, only the conditions subject to modification are reopwed. If a permit is revoked and reissued, the entire permit is reopened and subject to revision and the permit is reissued for a new term. g. The filing of a request by the permittee for a permit modification, revocation and reissuance or termination does not stay any permit condition. h. All permit modificaziotu and reissuances are subject to the antibacksliding provisions set forth in 6.11.0 (5) through (9).
