PART I <br />Page 15 <br />Permit No. COG~00000 <br />B. TERMS AND CONDITIONS <br />2. Effluent Limitations (coat.) <br />I. WET Testing: The Division will r~amt~e each dischazge application on a case by case basis. <br />In cases where the data and circumstances justify, the Division may determine that WET <br />testing be required under the general permit for certain facilities. Similazly, the Division may <br />determine that the WET testing frequrnry be either increased or decreased from the normal <br />quarterly monitoring depending on the analytical data, durazion of dichazge, flow rates, or <br />other factors that the Division deem relevant. <br />As a condition of the permit, the permittee maybe required to conduct routine monitoring for <br />acuu toxicity using two species, Ceriodaohnia sp. (water flea) and fathead minnows. Acute <br />toxicity occurs whrn a species mortality in any dilution of effluent (including 100% efflurnt) <br />exceeds 50 % for either species, or there is a statistically significant difference in the mortality <br />observed for either species between the control and any efflurnt concentration. <br />The monitoring frequency for acute WET tests shall be gtarterly, wmmeacing with the first <br />full calendar quarter following the permit effective date. Quarterly test results shall be <br />reported on a Quarterly DMR along with the Discharge Monitoring Reports (DMRs) <br />submitted for the end of the reporting calrndaz quarter (i.e., WET testing results for the <br />ralrndaz quarter ending March 31 shall be reported with the DMR due April 28, with the <br />remaining WET testing reports submitted with DMRs due each July 28, October 28 and <br />January 28). <br />In addition to the WET test reporting DMR, the permittee shall submit CDPS WET Test <br />Report Forms (generally completed by the laboratory for each species). Copies of these <br />reports are to be submitted to both the Division and the EPA. <br />The permittee shall conduct each acute WET test in grneral accordance with methods <br />described in Methods for Measutine the Acute Tonicity of Efflurnts and Receivine Waters <br />to Freshwater and Marine Or¢anisms, EPA1600/4-901027 or the most current edition, except <br />as modified by the most current Division guidance document entitled Colorado Water Quality <br />Control Division Biomonitorine Guidance Document (July 1993). The permittee shall conduct <br />an acute 48-hour WET test using Ceriodanhnia sp., and an acute 96-hour WET test using <br />fathead minnows. Acute tests will be replacemrnt static tests of a single effluent grab satuple. <br />Should acute tonicity be detected, the permittce must provide written notification of the failure <br />of a WET test to the Division, along with a statement as to whether the Preliminary Toxicity <br />Incidrnt ("PTI')/Toziciry Identification Evaluation ("TIE") investigation or accelerated testing <br />is being performed. Notification must be recrJved by the Division within 14 calendar days <br />of the d®oaslration of acute WEl' is the routine required test: 'Demonstration' means <br />no later than the last day of the laboruory test. <br />If a routine acute WET test is failed, the permittce shall either: <br />(1) proceed to conduct the PTIlI7E investigation as described below or <br />(2) conduct accelerated testing using the single species found m be more sensitive. <br />
