.` <br />Pcrmit No. COG-500000 <br />C. EFFLUENT LIMITATIONS AND CONDITIONS - STORMWATER DISCHARGE (continued) <br />5. SWMP Availability <br />A copy of the SWMP shall be provided to the Division, the Colorado Division of Minerals and Geology (CDMG), andlor to EPA <br />upon request, and within the period specified in the request. <br />All S WMPs required under this permit aze considered reports that shall be available to the public under Section 308(b) ofthe <br />CWA. The owner or operator of a facility with stormwater dischazges covered by this permit shall make plans available to <br />members of dte public upon request. However, the perrnittee may claim any portion of a stormwater pollution plan as <br />conEdential in accordance with Section 308 of the Federal Clean Water Act and Regulations for the State Dischazge Pernrit <br />System 61.5 (4). <br />6. SWMP Preparation and Implementation <br />The SWMP shall he prepazed prior to applying for coverage under the general permit, and cepcation of completion <br />submitted with the application. Also, the SWMP shall be implemented when the facility begins operations, or when the <br />general permit certification is issued, whichever is later, and updated as appropriate. <br />Prohibition of Non-Stormwater Discharges <br />a. Except as provided in paragraph b, below, all dischazges authorized by Part I.C. of the permit shall be composed entirely <br />of stormwater. Dischazges of material other than stormwater rnust be addressed is Part I.B. of in a sepazate CDPS <br />permit issued for that dischazge. <br />b. Discharges from the following sources that are combined with stormwatet dichages associated with mining activity <br />tray be authorized by this permit, provided that the non-storntwater component of the dischazge is identified in the <br />SWMP (see Part LC.2.c.4 of the permit): fire fighting activities, uncontaminated compressor condensate, irrigation <br />drainage, lawn watering, au conditioner condensate, uncontaininatedweps and springs, and foundation or footing drains <br />where flows are not contaminated <br />8. Record keepine and Internal Reoortine Procedures <br />The permittee shall identify procedures for record keeping and internal reporting. <br />Errrolovee Education <br />The permittee shall develop and implement employee education programs to inform personnel at all levels of responsibility of <br />the corrrponenu and goals of the SWMP. Education should address topics such as spill response, good housekeeping, and <br />material management practices. Tire pennittee shall identify periodic dates for such instruction. <br />D. MONITORING AND REPORTING <br />1. Renresentarive Samnlina <br />Samples and measurements taken as required herein shall be representative of the volume and nature of the monitored <br />Failure to submit the reports as required in either Part I.D.3 or I.D.4 shall constitute a violation of the permit and may <br />grounds for revocation of the pernuttee's authority to dischazge under the permit. <br />2. Sampline - Stormwater <br />Sampling and testing of stormwater for speci5c parameters under Part LC is not required on a routine basis under this per <br />However, the Division reserves the right to require sampling and testing beyond this, on a case-by-case basis, at any facility tout <br />by this permit, in the even[ that there is reason to suspect that compliance with the SWMP is a problem, or [o measure <br />effectiveness of the BMPs in removing pollutants in the effluent. <br />
