The inspection was perforred by myself; John <br />Effinger III, a registered professional engineer in the State of Colorado since December, <br />1975. I have experience and knowledge in the design and construction of dams, drainage <br />control, hydrology and structures; including experience in portions of the permitting <br />process of coal mine facilities and permit compliance. <br />The purpose of this inspection and certification was to check for structural <br />weakness, erosion, other hazardous conditions and identify required maintenance and to <br />satisfy the requirements of Rule 4.0.6 (13) of the Colorado Alined Land Reclamation <br />Board for Coal Mining. In addition to the at site inspection referenced above, actions <br />taken in preparing this certification included review and discussion of applicable mine <br />maps and state regulations with yourself. <br />Said inspection was performed en a mild (77°), partly cloudy Tuesday mid- <br />morning by myself. A4ost of the site was traversed kith a four wheel drive vehicle with <br />frequent stops and hiking trips around the pond. The following is a statement of my <br />professional observations and conclusions from this inspection: <br />The entire pond vas examined for structural weakness, erosion, and other <br />hazardous conditions; none were found. <br />Incised pond with nearly vertical side slopes. <br />Existing water level was approximately 24" deep. <br />Son1e aquatic plant grownh beginning along the south face. Trash in pond at weal <br />end. <br />
