Box 2187
Fort Collins, Colorado 80522
RE: Greeley West Pit, File No. M-77-081
Dear Mr. Hickman and Mr. Lindsay:
The Division has reviewed your response concerning local monitoring
data which might establish a relationship between your dewatering
activities and the affects on nearby wells. Included in your submittal
were two sight specific engineering reports from 1977 and 1982 and
aerial photographs from 1992 and 1993.
The 1982 report completed by Leonard Rice Consultants addressed a
problem with two nearby wells apparently completed in the Laramie
Formation at depths of 82 feet below ground level (fbgl) and 123 fbgl.
The 1977 report completed by Leonard Rice addressed the water table
drawdowns associated with gravity drainage of an existing lake
resulting from a proposed outlet connecting the lake to the Cache La
Poudre River.
The 1982 engineering report is not pertinent since it addresses
problems with wells completed in a deeper, partially confined Laramie
Formation aquifer. The wells owned by Mr. Elmer Andrews and subsequent
complainants are apparently completed in the alluvial aquifer. The
1977 engineering report does not apply because it did not address the
drawdown related to pumping activities.
The Division has received additional complaints of water level
decreases in wells adjacent to your operation (see list below). The
wells apparently have been completed in the alluvial aquifer and the
owners report that the groundwater levels have decreased from about 13
fbgl to 25 fbgl in the past few years. The complainants share wells
located on 28th Avenue, adjacent to your recent pit expansion.
Since there is no monitoring data currently available, you will need to
submit a plan to the Division no later than December 12, 1994 to
evaluate the impact your dewatering activities have on ground water
users adjacent to the operation. When wells are identified which may
be impacted by the dewatering activities, you will need to enter into
