Anderson, P.E., Environmental Coordinator for Oxbow <br />Mining, Inc., we are in process of planning a new mining area to be known as the Elk Creek <br />Mine. The new mining area will be in an entirely separate area, and in an entirely separate coal <br />seam, from the existing Sanborn Creek Mine. However, the new mining area is close to the <br />existing surface facilities, and the existing facilities will be used to support operations at both <br />mines. <br />The Elk Creek Mine will extract coal from the D-Seam. The D-Seam is known to contain <br />groundwater, based on information from three monitoring/observation wells, SC-3, EC-5, and <br />EC-6, currently permitted with the Colorado Division of Minerals and Geology, Permit Number <br />C-81-022, and the Colorado Division of Water Resources, Permit Numbers 195283, 212383, and <br />212385. <br />Well SC-3 is located approximately 8,000 feet east of the planned new mining azea, and is above <br />the existing Sanborn Creek Mine. Data has been collected on welt SC-3 since November 1990. <br />Well EC-5 is located approximately 1,700 feet west of the planned new portal area. EC-5 is a <br />deep, 650-foot well with aone-inch piezometer for measuring only depth to water. Well EC-6, <br />in the Elk Creek drainage, is located in the immediate vicinity of the planned initial mine <br />development area. Wells EC-5 and EC-6, drilled this year, have limited data collected to date. <br />Data for well SC-3 and the single water quality sample for well EC-6 are attached. <br />Spring 8, which is actually groundwater discharge from the abandoned D-Seam, Oliver Mine, <br />also indicates water to be present in the D-Seam. The groundwater discharge from the Oliver <br />Mine collects along the road ditch of Old Highway 133, approximately 2,000 feet east of well <br />SC-3.
