Monitoring, File # C-047-81
Dear Susan:
blue ribbon coal company
p.o. box 1352
palisade, Colorado 61526
(303) 464-7951
Enclosed please find a copy of our current discharge permit issued by
the Colorado Department of Health, September 26, 1985. The old Total
Iron limits of 1 mg/L average - 2 mg/L maximum were issued assuming
flow from the draw north of the mine was flowing through the pond
with a design maximum flow of 42.78 cfs. By installing the diversion
around the north end fo the #1 pond during the bench construction, the
maximum flow from the pond was reduced to 2.2 cfs. This reduction in
maximum flow allows the increase in the Total Iron limits. The
rationale for a new discharge point for mine water was to allow
additional settling time for the pond.
The cause of exceeding the old Total Iron limits during the past year
is unknown. The cause of exceeding the Total Suspended Solids limits
during the past year orimarily had to do with the limited settling time
with the pond level being kept low for the bench construction. At the
time of the October 29, 1985, exceedance of the T.S.S. limits, the
pond level was low and excavation of dirt stored in the pond must have
stirred up the water. As noted in the enclosed copy of correspondence
attached to the last fVPDES report, when sampling was done it appeared
to exceed the limits and the discharge was closed.
Also enclosed is a letter dated March 22, 1985, from the Coloradp
Department of Health, This letter is the extent of correspondence
concerning violation of permit limits during the past year, 1 did
