~~~~ ~
19856 HWY. 145
DOLORES, CO. 8 ] 323
1/25/01
TO: MINED LAND RECLAMATION BOARD
C.C. DMG, CWCB,CDWR, WQCC, CDOW, CDOT
CFAR [CITIZENS FOR ACCOUNTABILITY AND RESPONSIBILITY] IS A GROUP OF LOCAL
RESIDENTS CONCERNED W[TH THE AESTHETIC AND ENVIRONMENTAL PRESERVATION
OF THE DOLORES RIVER VALLEY, A DESIGNATED NATIONAL SCENIC BYWAY.
WE FEELTHAT THE CARELESS AND UNPLANNED DEVELOPMENT OF GRAVEL
OPERATIONS ALONG HWAY 145 TI-IItEATENS THE INTEGRITY OF THIS BEAUTIFUL
AREA AND THE PURITY OF THE RIVER AND GROUNDWATER. WILDLIFE HABITAT IS
AFFECTED AND PROPERTY DEVALUED.
IN THE NEAR FUTURE, YOU WIl.L BE CONSIDERING AN APPLICATION FROM FOUR
STATES AGGREGATE TO BEGIN A GRAVEL OPERATION AT THE LINE CAMP, PAST MLLE
MARKER 19 ON HWAY 145 IN DOLORES. THE MONTEZUMA COUNTY BOARD OF
COMMISSIONERS APPROVED THIS REQUEST AFTER WITNESSING THE STRONGLY
EXPRESSED OBJECTIONS OF RESIDENTS DURING THREE CHAMBER PACKED HEARINGS
AND INUNiERABLE LETTERS TO THE EDITOR. WE URGE YOU TO CONSipER THIS
APPLICATION IN LIGHT OF OUR CONCERNS.
IF APPROVED, THE LINE CAMP GRAVEL OPERATION WOULD BE JUST ONE MILE UP
RIVER FROM THE RECENTLY EXPANDED TAM PIT OPERATION..WE COULD ANTIC~ATE
ONE HEAVY TRUCK EVERY THREE MINUTES. AS RESIDENTS OF THE DOLORES RIVER
VALLEY, WE ARE SUBJECT TO THE NOISE OF THE GRAVEL TRUCKS AND THEIR DEISEL
POLLUTION. TOURISM WOULD BE THREATENED AND SAFE TRAVEL FOR VISITORS AND
RESIDENTS BEVERLY COMPROMISED. THESE VEHICLES ESSENTL~L.LY STOP AND
BLOCK BOTH LANES OF TRAFFIC WHEN MAKING TURNS ON 145, A 60 MPH ZONE. THIS
IS TN_E ONLY ROUTE FOR RESIDENTS AND ONE OF TWO TO TELLURIDE.
THE GRAVEL PITS ALONG THE DOLORES RIVER ARE IN THE FLOOD PLAIN AND INTO
TEIE WATER TABLE. HAVE YOU EVALUATED THE EFFECTS OF MULTIPLE PITS ALONG
THE RIVER WITH RESPECT TO WATER QUALITY AND QUANTITY? WHAT ABOUT THE
QUALITY OF WELL WATER ANI? GROUNDWATER QUANTITY? THE DOLORES RIVER
