Exhibit L
Reclamation Costs
As noted in the Reclamation Plan (Exhibit E), it is observed
that the 37 acre tract can be divided into three major land
uses: about 5 acres in embankments; 25 acres in mine floor;
and about 7 acres. either undisturbed or in the topsoil stor-
age area. Thus, only about 30 acres are subject to backfil-
ling. rurther, with the deletion of the 17 acre beltway for
the street and housing construction, only about 20 acres are
planned for immediate (after mining) backfilling with topsoil
and reseeding.(note:some backfilling & seeding is already done).
As discussed in Exhibit E, under Seedbed Preparation, only
about one-half, 8,066 cu/yds of some 15,000 cu/yds of top-
soil would be spread for reseeding, with the remainder held
in reserve for distribution around housing following const-
ruction. However, for the purposes of establishing the
reclamation costs, the full amount 'of topsoil and over bur-
den handling has been computed.
We estimate the 30 acres will be backfilled to an average
depth of 24 inches. In most areas the over-burden will
average about 20 inches and be covered with another 4 to 8
inches of topsoil. In total, we project the need to handle
some 96,800 cu/yds'Pof material. Some backfilling has already
occurred on portions of the tract presently permitted for
mining.
The total need for some 96,800 cu/yds of backfill will be
met with an estimated 37,000 cu/yds of over-burden and
15,000 cu/yds of topsoil expected to be held in storage.
In addition, another 45,000 cu/yds of over-burden and top-
soil will be available from the north one-third of the pro-
posed storage area ( see discussion at top of page 2 of the
Reclamation Plan Exhibit E }. Access to the exposed bank
will assure~an ample supply of material and the ability to
shape the slope to a grade of 3:1 or flatter.
We project reclamation costs as follows:
Material handling-- 96,800 cu/yds @ $1.00/ cu/yd = $ 96,800
Grass seed and fertilizer (see Exhibit E pg. 31 = 517
Clean straw (2 tons/ac x 20 ac @ $60/ton) = 2,400
Compaction, seeding, mulching crimping (4x20x$10)= 800
Scarification of topsoil to over-burden (20x$1.8) = 360
Total Reclamation Cost $100,877
Less Reclamation already done - 10.000
Sub-total $ 90,877
We, therefore, request that the Reclamation Bond be set not to
exceed $100,000,
* 30ac x 43560sgft/ac x 2ft + 27cuft = 96,800 cu/yds
