Rationale for Recommendation for Approval, Over Objections; Regular 112 <br />Construction Materials New Application, <br />Western Equipment and Truck, Inc. <br />Two Rivers Pit, File No. M-2002-052 <br />July 31, 2002 <br />Introduction <br />On July 31 2002, the Division of Minerals and Geology ("Division") issued its recommendation for approval of a <br />112 Construction Materials Application, over objections. This document is intended to provide a basis for the <br />Division's recommended approval over concerns and reasons for objection to the Two Rivers Pit, File No. M-2002- <br />052. <br />The Western Equipment and Truck, Inc. application was found complete and considered filed with the Division on <br />biay 2, 2002. The site is located west of the cont7uence of the Big Thompson and Little Thompson Rivers and is <br />within the town of Milliken in Weld County, Colorado. The property is located in Section 2 of Township 4 Noah, <br />Range 67 West of the Sixth Principal Meridian. The permit area is 48.5 acres in size, whereas 25 acres will be <br />mined. A total of 21.5 acres will not be disturbed by the mining operation. <br />The post mined land use is designated as a 25 acre developed water resource with a compacted clay liner. The <br />disturbed area will be mined in 20 to 25 foot strips, running north and south. Mining at the site will be performed as <br />a wet mining operation. Annually, the pit will be dewatered, however, for an interval of approximately 2 months so <br />that reclamation of the pit wall can be performed concurrently with mining. Grading of the pit wall will be <br />accomplished during the dewatered intervals. Prior to mining, the operator will install a trench from the east edge of <br />[he proposed pit to the Little Thompson River which will serve to keep the water level in the pit lower that the <br />naturally occurring ground water level. The site will be reclaimed as a water storage reservoir with an irregulaz <br />shoreline and surrounding vegetation which will be beneficial to a wildlife habitat. <br />I.
