Rationale for Recommendation for Approval, Over Objections <br />Regular 112c Construction Materials Permit Application <br />Aggregate Industries-WCR, Inc. <br />Wattenberg Lakes Site, File No.1V[-2004-051 <br />October 27, 2004 <br />Introduction <br />On October 27, 2004 the Division of Minerals and Geology ("DMG") issued its recommendation for approval of a <br />112 Construction Materials Amendment Application, over objections. This document is intended to provide a basis <br />for the Division's recommended approval over various concerns and reasons for objection to the Wattenberg Lakes <br />Site, File No. M-2004-051 <br />The Wattenberg Lakes application was found complete and considered filed with the Division on July 29, 2004. The <br />applicant proposes to mine sand and gravel at a site located approximately one mile northwest of Brighton, Colorado <br />west of the South Platte River and just south of Wattenberg, in Weld County. The property is located in portions of <br />Sections 2S and 36, Township 1 North, Range 67 West and Section 30, Township 1 North, Range 66 West of the <br />Sixth Principal Meridian. The proposed permit azea is approximately 421 acres in size, whereas approximately 24S <br />acres will be mined. The remainder of the area will consist of setbacks, road and utility right-of--ways, and <br />undisturbed wetland aeeas. During the initial phases of mining the <br />majority of the ditch will be relocated further to the east of its present location. The ditch will be relocated to an azea <br />between the Pond 3 slurry wall and the South Platte River. Mining and sluny wall constmction activity will <br />generally be kept at teast 200 feet from the river, there will be some disturbance closer to the river where the ditch is <br />relocated, and where the conveyor bridge will be built to transfer the min<;d material across the river to an existing, <br />permitted operation on the east side of the river. The depth of the soil and overburden ranges from less than 1 foot to <br />S fee± and averages approximately 2.8 feet over the entire site. The depth of the aggregate material ranges from 2 feet <br />to 41 feet and averages approximately 24 feet. The majority of the mined. area will consist of three ponds, each of <br />which will be contained by slurry walls which will be constructed azound the perimeter of each pond. The total area <br />of the three ponds is 199 acres. Three other smaller aeeas will be mined without being sealed off. These areas will <br />be reclaimed as wetlands which will tota140 acres. An additional six acres will be reclaimed as access roads. The <br />primary future land use of the site will be for developed water storage. <br />
