As shown on Map 15, the majority of these facilities and structures are buih <br />• on natural ground with coal stockpiles, refuse disposal and materials storage located on <br />pre-law fill areas. Other than the RDA and sediment control system (ponds and ditches), <br />all land disturbances at the site were pre-law. <br />All West Portal buildings listed on Table 19. Surface Facilities List, arc in various stages <br />of demolition. No operations are currently ongoing at the West Portal . As shown on <br />Map 16, most of the facilities are located on native soils as opposed to refuse fill areas. <br />Maps 15 and 16 show disturbed areas on the site. The disturbance area boundary has been <br />established to include a buffer should additional disturbance activities become necessary. <br />The surface disturbance boundary shown on maps I S & 16 will be the boundary marked in <br />the field in accordance with Rule 4.02. These markers will consist oP roof bolts or rebar <br />covered with white PVC pipe. As the site is reclaimed, boundary markers will be moved to <br />the reclamation limits of the disturbed areas. <br />(c) Road, Conveyor and Rail Systems <br />Map 11, Surface Facilities and Roads -East Portal and Map 12, Surface Facilities and <br />Roads -West Portal shows the locations of all roads necessary for operation of the New <br />Elk Mine for the permit term. Roads within the permit boundary arc currently classified <br />as access, and liglrt use roads. These roads were constructed as the mine facilities were <br />established in the 1950's. Road specifications, including typical cross-sections for access <br />and haul roads are provided on Map 11. PI'LLC has revised and updated the road system <br />along with the surface drainage control plan. This revision has incorporated the road and <br />drainage plan system to ensure road stability and prevention of additional sediment <br />contribution to the receiving streams. The road system is part of the New Elk surface <br />disturbance azea; therefore, all ditches and culverts have been designed to handle runoff <br />from the roads which ultimately enter sedime~it ponds prior to discharge. The mine <br />entrance road and roads that paralleled the railroad will remain for maintenance and <br />access (see Map 17) after mine reclamation. <br />Map 11 -Surface Facilities and Roads -East Portal and Map 11A -Rail I-Iaulage <br />Unloading System, show the conveyor systems for coal and refuse handling. Dimensions <br />of the conveyors are contained in Exhibit 28, Bond Calculation. Coal is conveyed from <br />the truck or rail dump facilities to the raw coal stockpile area or the clean coal stockpile <br />area and/or the silos for loadout. Coal is transferred from the raw coal stockpile to the <br />Prep Plant for processing. From the Plant, clean coal is conveyed to the clean coal <br />stockpile and then to the silos for loadout Refuse from the plant is conveyed to the <br />RDA.
