slopes, and replacement of topsoil at these outlying locations will
• be completed when these facilities are no longer necessary for the
safe and efficient operation of the mine. Combined reserves at the
New Elk and Golden Eagle Mines provide a minimum life of 50 years
for the surface facilities.
2.05.3 Operation Plan - Permit Area
(1) Production Methods and Equipment
The New Elk Mine East and West Portals have been
temporarily sealed and no mining is currently being conducted or
planned to be conducted during this permit term. Table 18, Mining
Equipment List, shows the various types of equipment that were
utilized by the New Elk Mine. An additional description of the
production methods which were utilized by WFC is presented in
Section 2.05.2 of this application.
The underground workings which were developed during
mining are shown on Map 3, Mine Plan. Figure 1, Generalized
Stratigraphic Section of the Permit Area, shows the existing
stratigraphy of the area which has been affected during the life of
the mine.
(2) Operation Description
. The surface facilities associated with the New Elk Mine
and their relationship to the underground operation are shown on
Map 3, Mine Plan, Map 11, Surface Facilities and Roads - East
Portal, and Map 12, Surface Facilities and Roads - West Portal.
The permit boundary and surface disturbance boundaries are shown on
these maps. Construction and placement of the facilities were
completed prior to August 3, 1977 with the exception of the
preparation plant and associated facilities, coal stockpiles,
associated conveyor systems, loadout facilities, non-coal disposal
area, refuse disposal area, and sediment ponds and control system.
Individual facilities constructed after this date are indicated on
Table 19, Surface Facilities List and shown on Maps 11 and 12. The
New Elk Mine began operations in 1952 and the majority of surface
facilities are built on development refuse used as fill in the
River Valley. Maps 15 and 16 show areas where facilities are built
on refuse material or native ground. Reclamation of facilities is
discussed in subsequent sections of this document.
Since mining operations at the New Elk and Golden Eagle
mines have been suspended, processing operations at New Elk will
require coal from other sources. Lorencito Coal Company plans to
ship coal from the Lorencito Canyon Mine to be processed at new
Elk. The coal will be shipped by rail and unloaded at the rail
unloading facility at New Elk. Coal will be conveyed to the raw
coal stockpile where it will be conveyed into the prep plant for
• washing. Clean coal will be stored in the clean coal stockpile or
zoss-e.eze 2.05-5 - revised 8/03/98
