• Basin will salvage stockpile and stabilize all topsoil <br />according to the performance standards in Section 4.06. Topsoil <br />will be removed after all vegetation which would interfere with <br />salvaging operations is cleared. Topsoil will be salvaged to a <br />depth as described in the above plan. WFC will not be selectively <br />handling topsoil, subsoil or parent material. During the current <br />permit term WFC does not anticipate using selected parent material <br />as a topsoil substitute. <br />(6) Overburden <br />Because the New Elk Mine is an underground operation WFC <br />does not plan to remove any overburden during the operation of the <br />mine. Blasting will be necessary in the Refuse Disposal Area to <br />excavate rock for underdrain construction. Exhibit 26 contains <br />Basin's blasting plan. <br />(7) Coal Handling Structures <br />Coal handling structures which WFC uses at the New Elk <br />Mine are shown on Map 11, Surface Facilities and Roads - East <br />Portal. No coal is planned for mining at New Elk since the mine <br />was temporarily sealed in 1991. The current plan calls for coal to <br />be mined at other locations, shipped by rail or truck to New Elk, <br />• and processed through the preparation plant.
