The objective of this investigation was to collect
grotmd water quality data from the monitoring wells onsite for five (5) consecutive quarters.
Backeround
I' The Holnam Portland plant (and quarry) is located in the SE'/, of Section 17, T19S, R68W, Fremont
County, Colorado, which is adjacent to the Arkansas River, approximately 22 miles west ofPueblo and
five (5) miles east of Florence, Colorado.
~i The "Plant" until recently consisted of three (3) long, wet kilns located on the south side of the
~ Arkansas River, with combined cement production of 850,000 tons per year (tpy). The "affected area"
of the quarry consists of approximately 1400 acres located across the river to the north.
Approximately 100,000 tpy of CKD is currently disposed in on-site landfills in previously mined
portions of the quarry. In addition to the CKD, sludge from nearby Fremont Sanitation District
' wastewater treatment plant has historically been added to the landfill as daily cover. The sludge atso
served as a means of dust control. Anew dry kiln plant is currently being brought online. A "pug
mill" is also included in the new plant. The pug mill will add water to the CIZD to create a sluny prior
' to transporting it to the landfill. As a result, sludge from the Fremont Sanitation Iistrict will no longer
be used in the CKD landfill areas. The site is currently operating under a mining permit obtained from
the State of Colorado (Permit No. M-77-344). The mine reclamation plan states that CICD will be used
for mine reclamation. Under Colorado Solid Waste Regulation IA1.3.7, CKD is exempt from
779-460-5952 Fax: 719-481-0429 E-mail: k-s@pcisys.net
