<br />State of Colorado <br />Division of Minerals & Geology <br />1313 Sherman Street Room 215 <br />Denver, CO 80203 <br />RE: Parkdale Project, <br />112 Permit Application <br />File No. M-97-054 <br />DD v 0 o~,rs"~ <br />FG 4~ <br />I feel that several areas of major concern to residents of <br />the area adjacent to the proposed Agile Stone Systems, Inc. mine <br />and quarry, as well as the State of Colorado, were not addressed <br />prior to the issuance of the Conditional use permit #97-5 by the <br />Fremont County Commissioners. <br />WATER: If Agile Stone Systems draws 30,000 gallons of water <br />per day from the Arkansas river, how will it be monitored to <br />determine that their up river supplier adds an equal amount to <br />the flow? How much will be lost to evaporation and drainage into <br />the river bed in the one hundred mile (100 mile) plus journey <br />from Twin Lakes? Will the State of Kansas have cause to sue <br />Colorado again? The water table in the entire Arkansas Valley is <br />dependent on the levels of the river. When the river is low, <br />outlying springs go dry and wells diminish. Even if they were to <br />have their own well or wells, would 30,000 plus gallons per day <br />be consistent with the most recent ruling regarding water usage <br />in this drainage? Water used to control dust in the proposed <br />operation cannot be reintroduced into the river without resulting <br />in some form of pollution. <br />The geology of the immediate area is indicative of a natural <br />fault. The abundance of springs in the area reveals that there <br />must be fissures in the underlaying rock structure, otherwise the <br />water could not rise to the surface. How will continuous blasting <br />affect the fault and underlying strata? How will this affect the <br />domestic wells serving the homeowners in the area? <br />This area is subject to severe thunderstorms and flash <br />floods, washing out numerous roads. Will Agile Stone Systems' <br />proposed settlement ponds actually contain such a deluge or will <br />tons of sediment be released into an already troubled river? The <br />Arkansas is just beginning to clean up from past mining <br />activities in the Leadville area. <br />I would like to see an extensive investigation into these <br />areas of concern to assure that the residents and more <br />importantly the State of Colorado will not be subject to the loss <br />of this waterway.
