Sherman
Executive Director
Hal D. Simpson, P E.
Stale Engineer
C~3 N1
This letter is in response to your application of December 15, 2004 and revised in April
2006 requesting a substitute water supply plan (SWSP) for a sand and gravel pit to be operated
by the Applicant, Oldcastle SW Group, Inc. d.b.a. United Companies of Mesa County, in
accordance with 37-90-137(11) C.R.S. The Applicant shall be responsible for compliance with
this plan, but the State Engineer's Office may also pursue the landowner, for eventual compliance.
The required fee of $1,343 for the substitute water supply plan has been paid.
Plan Operations
This plan seeks to replace depletions resulting from the mining at the Anderson Pit (see
Map B). The depletions that result from the mining operation include dewatering, evaporation,
water lost in mined product, dust suppression, hatching of concrete and asphalt and sanitary.
The proposed replacement source is a contract for Blue Mesa Reservoir water. The water
removed from the pit during dewatering will be discharged directly to the North Fork of the
Gunnison River.
Depletions
The proposed plan anticipates a maximum year net depletion of 13.58 acre-feet for up
to 0.6 acres of exposed groundwater surface. Depletions from the mining of this proposed
operation will accrue to the Gunnison River. Because this is a new mining operation, no
groundwater was exposed within the permit boundary prior to January 1, 1981.
You have provided a monthly breakdown of the maximum annual depletions totaling
1.88 acre-feet of evaporative Toss from a maximum of 0.6 acres of exposed groundwater, 2.58
acre-feet of water used and consumed for dust control, 2.01 acre-feet of water used in concrete
