COLORADO DEPAR77NEM OF PUBLlC HEALTH AND ENVIRONMENT, Water Quality Control Division
Rarionale -Page 4, Permit No. CO-0027146
Table /V-I -Chemicals
Chemical Name Pollutants of Concern Acceptable/Unacceptable
Sulfuric Acid sulfuric acid acceptable
Nalco 9806 Flocculent hydrocarbons acceptable

* Initial review showed this chemical appeared to be toxic to the environment. However the manufacturer's
representative has assured the Division that the chemical, after mixing with wastewater and breakdown over
normal detention time, would be nomoxic to the receiving water. On this bans, the Division has approved this
chemical.
B. Wastewater Treahnent Description
Several sedimentation ponds serve this site. They are summarized in Table II-1. Mine drainage from three areas goes to
three separate pond rystems. Fifteen sedimemarion pond systems have been engineered to serve to control runoff from
various areas. The discharge from Pond 4 (outfall 006) was formerly directed to the Governmem High[ine Cana[, however
the owners of the canal did not want this source discharged to the canal. /nstead, the pond will primarily serve as a
nondischarging ryslem, possible because there is sufficient volume available for containment of the 25-year, 24-hour
precipitation event in the pond. If the need to discharge arises, the permittee will pump the flow to Coal Creek. In this
renewal, the specified receiving water will change from the Government Highline Cana[ to Coal Creek.
The preparation plant is served by anon-discharging system. Water used in the prep plant is recirculated, none is
discharged to state waters normally. During a major upset, there potentially could be a discharge to sedimentation pond 8,
whose outfall is no. 008. This permit does not authorize discharges from the preparation plant.
The flocculent and coagulant shown in Table IV-1 are used in the refuse fines thickener circuit.
Sanitary wastes, including bathhouse water goes to anon-discharging aerated lagoon system. The system was designed jot
0.0075 MGD, 5 days/week or 0.00536 MGD (30-day average). This equates to a population of 250, we!! within the range
of current and furore employees at the site.
Pursuant to the authority of Article 9, Title 25, Regltlarions for the Certi,[t~ttion of Water Treatment Plant and Wastewater
Treatment Plant Opg ar tors. this facility may require a terrified industrial operator. The permittee should comact the
Colorado Plam Operators Certification Board at (303) 692-3550 jot further informarion.
V. PERFORMANCE HISTORY
A. Monitoring Data
1. Discharge Monitoriny~~rorts: Tables V-1, V-2 and V-3 summarize the efJluetu data for outfalls 001, 002 and 004 ar
the Powderhorn Coal Company facility reported on the nine quarterly Discharge Monitoring Reports (DMR's) from
January 1995 through March 1997. The permittee reported "no discharge" for outfalls 005, 006, 007, 008, 009, 010.
011, 012 013, 014 and OIS for the etuire period reviewed.
ante v- - ~ ~ - nuonn esuu yr u au vvr
e .orted . :.. ... .. :: Previrius ; :: 1Vo.. o
R
C.
... .. ... . ~ once tratians ~ ~ : ~ ~ ~ ~ ~ ~.
