Page 1 l <br />Compliance <br />The Edna mine groundwater discharges are not from a "new" (since January 31, 1994) source. <br />Underground mining was underway in the Edna Mine azea in the early 1930's. Surface mining at <br />Edna began in the late 1940'ss~ Coal extraction from the Moffat azea of the permit, the last <br />section of the permit azea to be mined, was started before 1994, and mining operations were <br />suspended in 1994. Only reclamation activities continued after that time.58 In accordance with <br />CWQCC Regulation 41.5(C)(6)(b)(i), the Division finds the mine in compliance with the Basic <br />Standazds for Ground Water when TR-3 is considered a point of compliance. This finding is <br />made by comparing water quality data reported for TR-3 with the ambient quality in accordance <br />with CWQCC Regulation 41.5(C)(6)(b)(ii). <br />s' PAP page 3.1-I <br />sa Annual Reclamation Reports for 1994, 1995, and 1996 <br />
