In disapproving an exploration plan, the authorized officer shall slate what modifi- ca[ions, if any, a« neceuary to achieve such conformity. No exploration plan shall be approved unless the bond, executed pursuant to the provisions of 43 CFR 3474 or 43 CFR 3410, haz been determined by the responsible officer of the surface man- aging agency to be adequate. When the land involved in the exploration plan is under [he surface management jurisdic- tion of an agency other than DOI, that other agency must concur with the ap• proval teems of the exploration plan. [f an operator/lessee credits production toward diligent development in accordance with §?483.5 of this title, such credits shall be included in the «coverable coal reserves or LMU recoverable coal rexrves estimates. Estimates of recoverable coal reserves or LMU re- coverable coal reserves shall not be re- duced due to any production after [he original estiamte made by the authorized officer.
