Location. The Mine Entrance Haul Road (MEHRI, which was originally constructed in 1975 and <br />• widened in 1989 and Road A, fall under 4.03.1. These two roads cover 4.3 miles. An additional 4.1 <br />miles oT haulage road (Tie-Across Haul Road, TAHR) was constructed from the Hayden Station Power <br />Plant to Routt Ccunty Road No. 53. As-built plans for the "Tie Across Haul Road" (TAHRI, Mine <br />Entrance Road, and Road A are included in this application. Haul Roads B, C, F, and G have previously <br />been approved and are depicted on Exhibit 12-2. As-built plans of Roads F, G, H and I are depicted on <br />Exhibits 13-18.1A, 13-19.1A to 13-19.4A, 13-20.1 A, and 13-21.1A respectively. Designs for proposed <br />Haul Roads J, K and L are shown 6y Exhibits 13-22.1, 13-23.1, and 13-24.1. The planned haulage <br />roads at the mine site are designed with appropriate ditches, grades, and culverts to control erosion and <br />runoff. Exhibit 13-10 and Figures 13-1 and 13-2, illustrates typical cut and fill sections of the haul <br />roads. All haulage roads will be constructed basically "on-grade" and road location will be partially <br />limited by projected final grading limits for the postmining areas. All truck traffic will be routed to enter <br />the pits at an upper elevation and leave the pits at a lower elevation. Most of the haulage roads will 6e <br />built prior to the time mining commences and they will be reclaimed as the roads are mined out or are <br />no longer needed. <br />Some of the haulage roads will be extended through the spoil and road construction will progress with <br />the mining activity. Final reclamation of these roads will occur at the end of the life of the mine. <br />• Haul roads beyond the limit of mining will be located on ridges or on the most stable available slopes to <br />minimize erosion. No haul road will be located in the channel of an ephemeral stream which has a <br />watershed of at least one square mile, on intermittent or perennial stream unless specifically approved <br />by the Division. All stream crossings will be made using culverts. Haul roads will be located and <br />designed to minimize downstream sedimentation and flooding. <br />Stream Buffer Zones. The stream buffer zone along a portion of Sage Creek (land within 100 feet of a <br />perennial stream or stream with a biological community as defined by Section 4.05.1813) of the CDMG <br />regulations) will be affected by disturbance activities within the TAHR permit area. The design plans <br />for the haul road were developed so that there will be no disturbance to the main channel of Saga <br />Creek. Disturbances within 100 feet of Sage Creek were limited and consisted of activities directly <br />related to the construction of the haul road embankment. <br />u <br />11 Revised 06/01 <br />
