It may also be possible to use some of thce fines from <br />the wash plant sediment for growth media if and when they become available. These <br />provide reasonably good growth medium and have been used at the Vazra Companies Carr <br />Pit in the past. <br />Exhibit E -Reclamation (2.) The seeding rate and proposed seed mix is, in fact, <br />the same as that approved for the former Gravel Plant #3 permit. This application is for <br />an amendment to the prior permit applications for Gravel Plant #3, which have <br />previously included a 111 and a Succession of Operator under the same file number. <br />There has been one minor amendment to the seeding mixture; that being the reduction of <br />the Yellow Sweetclover seeding rate. The seeding mixture schedule, Table III, is <br />attached hereto. <br />Exhibit L -Reclamation Costs Based on our discussion in your office on February <br />19, I would submit the following as more appropriate reclamation costs given the <br />operation as anticipated. As you know, initially all 40 acres will not be disturbed. In <br />order to allow for the rapid development of the entire 40 acres, we would prefer to have <br />you consider the disturbed acreage to be the full 40 acres and would submit the following <br />as a working plan for that acreage. Approximately 5 acres of the site would lie the most <br />that would be in the major disturbance category in any one time. For that major <br />disturbance azea, we would anticipate a bond of $530/acre, to include $300 ;for grading <br />and shaping, $110 for soil prepazation, and $120 for seeding. We would further anticipate <br />that there would be 5 acres of moderate disturbance which had been graded ~md shaped, <br />requiring only soil preparation and seeding for a total of $230/acre. Finally, the <br />remaining 30 acres would be minor disturbance. Minor disturbance would include the <br />graded area of the plant site, which, because of compaction, may need to ripped or <br />scazified prior to seeding, some acreage which had been seeded but on which a <br />reasonable stand of vegetation had not been established and some disturbed acreage. At <br />any one time during the operation, approximately half of the minor disturbed azea would <br />either be yet undisturbed or completely reclaimed while the other half of the minor <br />disturbed azea would not have been ripped or seeded. Therefore we would anticipate an <br />allowance of approximately $150/acre for ripping, scarifing and seeding 15 acres and <br />$60/acre reflecting a 50% vegetation success rate or yet undisturbed status on the <br />remaining 15 acres. Further, we would anticipate that of the 15 acres, approximately <br />30% may need to be mulched, either by hydromulching or with straw on pazticulazly <br />erosion prone azeas at a cost of $430/acre. <br />
