As previously addressed Pond F is not designed to handle discharge
from the spring. Our original request to bypass this discharge around Pond F
was deemed inappropriate by Colorado Water Quality Control Division (WQCD)
(November 6, 1984). Subsequently, Colorado Mined Land Reclamation Division
(CMLRD) denied CYCC's minor revision to bypass the spring water around Pond F
based on the WQCD decision (November 19, 1984). Then WQCD informed us that
they were still evaluating this discharge and as a result, could not tell us
how to handle it and suggested we contact CMLRD (February 13, 1985). CMLRD
then approved as a temporary measure the plan to divert the spring flow around
Pond F (June 13, 1985). However, CYCC does not want to implement a temporary
diversion that may jeopardize resolution of the situation with WQCD or jeopar-
dize final reclamation concerns of CMLRD. In addition, CYCC does not want to
implement an expensive interim program only to be told it is not satisfactory.
CYCC is trying to resolve the situation and has submitted a petition (June 26,
1985) to get the water quality standards changed to reflect the ambient water
quality conditions but have not received any response yet. Therefore, we re-
quest that a meeting be held as soon as possible, involving WQCD, CMLRD and
CYCC to resolve the issue on how to proceed at this time. Please let me know
as soon as possible when we can meet.
Si / erel~,y~
etrell K.~rnson
Environmental Coordinator
TKJ:kmk
cc: M. Kondelis
R. Hughes
K.
