It is protected from winds by the higher surrounding terrain, <br />hence should be relatively flee of dust and blowing coal. Dust control. <br />measures will be implemented if they are needed. <br />e. Map B encompasses the area on which the portals, surface <br />plant, access roads and dumps will be located. <br />I. During the initial 6 month construction period most of <br />• the dozing and rock removal will be accomplished. It is expected that <br />all of the mine buildings and coal facilities will be completed during this <br />period. <br />Because of the relatively small area available for the surface <br />plant, an orderly and tidy surface operation will be necessary. <br />Initially waste rock may be leveled snore frequently than every 90 <br />days to enlarge the outside work area. <br />II.
