EXHIBIT C: Mining Plan

.Access to the excavation area is from La Plata County Road 213,and an existing roadway
approximately 15' wide and 325' long onto the property. Dust will be mitigated on the interior
Haul roads and areas of operation as needed with water. It is expected that no more than 200
gallons per day will be required for dust mitigation during dry periods.
The material to be mined consists of soil, to be used solely by the Aztec National Monument
Ruins for structural fill. Mining is proposed to start September 2000, and end November 2002.
Material will be mined with an excavator or front loader and be stockpiled for loading and
hauling. Stockpiles will have a turnover rate that will not require their reclamation, as material
will be provided on an on-demand basis. The only processing will be some screening of
material with a mechanized facility. Water will be used only as necessary to control dust.
The site will be approximately 1.25 acres in size, and it is expected that not more than 200 feet
of the vertical mining face will be exposed at any one time. The grading of [he permit site will
be such that drainage will be directed into existing natural drainage, with use of riprap if
necessary to armor the channel, and straw bails to control sediments. Soils will not be
salvaged nor stored for the reclamation process since the site is being leveled for a residential
site. Enough soil will be left unexcavated to provide for revegetation. There is no overburden
or waste rock on the site; there are no significant disturbances to the land surfaces other than
the anticipated mining activities.
The site cast be mined without encountering groundwater, thus no dewatering is proposed. The
operation should not affect the quantity or quality of the groundwater. Storm waters will be
controlled by maintaining the grade of the work area so as to direct storm waters into the
natural drainage.
No injury to existing water rights is anticipated and any water needed for dust suppression will
be hauled to site from a legal water source.
No refuse or acid or toxic producing materials are anticipated to be exposed during the mining
operation. If such are encountered, the appropriate governmental agency will be notified, and
the materials will be disposed of itt accordance within said agencies guidelines.
The proposed future land use of the site is residential, with the excavated area to become a
home site. Hydrologic balance will not be affected and no off-site damage is anticipated. Any
slopes created as a result of excavation activities will be returned to a stable configuration.
